From the Publisher: Feminist entrepreneur Shauna Rae, founder of Radar Media, recently attended a public library hosted drag story time protest in Ingersoll, Ontario and wrote about her experience. 

We republished the article as written to elevate awareness that although trans hate speech is illegal in Canada, these protests, often led by outsiders, continue.  In his post-event letter to the public, Brian Petrie, Mayor of Ingersol thanked the Ontario Provincial Police (OPP) for working to de-escalate the situation multiple times. Reports  about the event in rural media say adult protesters were flashing white power symbols while holding bibles, and attempted to take over the children’s area.  People’s Party of Canada Oxford County candidate Wendy Martin was one of the protestors, holding a sign that read “Not for Children”, despite the fact that clearly, parents who are bringing their children to storytime think otherwise.

Yesterday, I had a bird’s eye view of a drag storytime protest at a rural southwestern Ontario library.

Let me start by saying, my observation wasn’t from a non-partisan position, I am a supporter of drag storytime and I often stand with Sista Patricia and her Drag Storytime Guardians (DSGs). My observation is also from that of a white, cis, hetero woman, with the privilege, power and comfort that allows. One of the fundamental things I observed was that our rural communities are under attack, not by folks that live, work and play within our own communities but by folks who have come to promote hate in a strategic and calculated way.

I met with the DSGs group and drove in to Ingersoll with them. When we arrived, there were two protestor groups already there.

There was this group below, who held prayer circle both outside and inside the library, many holding these small white signs the fellow on the left is holding below.

Then. There were two fellows, and a couple of their supporters who seemed to be much louder. They were also accompanied by a media person, who you can see filming in the background (below). He’s from a company called Go Teams Media. From their website: “GO Teams Media (GTM) is a gospel outreach media ministry with young adults for conversing and connecting on The 3 Big Questions that matter most. Our GTM anchors and camera crews are equipped to team up with local partner churches to “go” into the field and capture on video meaningful, respectful, and vital community conversations about life and death matters together.”

It seemed very important that they were filmed. And they seemed to be at least friendly with one another.

There were a number of police officers there, both inside and outside the library. They actually spoke with this fellow (in the video below), he was being asked to clear the sidewalk so folks could enter the library.ed to be at least friendly with one another.

Each side of the protestors seemed to keep to themselves until I saw this [videotaping] happening . Did this religious group hire/partner with the Go Team Media group (mentioned above)? And are they all working together?

What happened next was, as families were entering the library, so too were the religious folks. Like they’d done at a drag storytime in Parkhill, Ontario, last this month, they tried to take the seats the children were meant to sit in, however, they were asked to vacate them. That did not deter them. They surrounded the area where the Drag Storytime was to be, with signs and bibles in hand. A number of supporters, including myself, held banners to shield the kids from the protestors. There were two police officers inside the drag storytime area at all times. There were terse words shared but no shoving nor physical altercations.

One of the things I went there to witness was, I wanted to see the hate for myself. I made a point of looking directly into the eyes of these folks (the religious folks inside the library), and not one of them would look me in the eye. To me, this meant they had to de-humanize me and any of the supporters, including the children and their parents, in order to carry out the protest.

How is this love or a loving act?

Because I know that I am cis and heterosexual, I was able to rebuff this and not be antagonized. I know that it’s not me they hate. THEY don’t know that but this definitely gives me (and any cis hetero allies) a different perspective and another layer of comfort.

Another observation was the looks on the kids faces as they entered the library, likely the library those kids have been to many times before with their families. I couldn’t shake thinking about what they must be wondering. Why are so many adults here? Why? Why are they angry? Are they angry at US? Their innocent faces will stick with me.

So will the joy in their faces when the Drag Queens arrived (they were just elated), their comments that ‘pink is my favourite colour too!’ and when one Queen asked a little girl about her two-spirit rainbow skirt, the Queen remarked that it was very special to them, as they were two-spirit. The child sprung up with glee and said, “I AM TOO!” Then later during question time, one of the other children asked what two-spirit meant and it was a beautiful teaching moment.

And the stories. The stories the Queens read were beautiful, just like any book a mom, dad, grandma or grandpa may read to their own dear little ones, all of them with the message that it’s okay to be different.

After hearing the stories and witnessing the interactions the Queens had with the kids, I just could not wrap my head around what the big deal is.

But after also witnessing the conversation between the two protestor groups, I’m now wondering what common ground the religious right and the freedom fighters have found? Is it fear of losing control? Is it furthering the Conservative right agenda? What exactly are both groups afraid of?

Because what I know about hate is, it comes from deep rooted fear, and whether it’s a fear of losing control, a fear of being controlled, a fear of what one doesn’t understand or a trigger from a past experience, it’s all based in fear. Whatever the root of that fear is, that’s what’s driving this agenda, not love.

I saw actual love inside that library, in the joyful smiles and excited energy of the kids, when they lit up when seeing the drag queens and listening quietly, filled with glee, to the stories, interacting with these characters in dress up. And I saw the love of the people that showed up to support protecting that joy, some had never supported something before.

There are many more supporters and the numbers are growing. What are we supporting? Ironically, it’s REAL freedom; the freedom to show up as your authentic self in the world, whatever your colour, your gender, your sexuality, your special abilities, all are needed, supported and embraced. And we’re witnessing the pulling apart of systems of oppression that have kept so many pushed down for so long. We are healing together, not in isolation.

And there’s nothing more powerful than that!

On November 3, 2022, the Equal Futures Network in partnership with the Canadian Women’s Chamber of Commerce (CanWCC), hosted an interactive incubator discussion examining the key challenges facing women, gender-diverse, Indigenous and racialized communities when it comes to advancing economic justice. This was the first Equal Futures Network incubator session dedicated to examining the intersection of economic equity and gender equality in Canada. A total of 35 participants attended the session and engaged in the Q&A session. Participants heard insights from the CanWCC, Moms at Work, Canadian Women of Colour Leadership Network, the National Aboriginal Capital Corporations Association (NACCA) and the National Collective of Women in Business (NCWIB) who shared their perspectives and insights about the issues, challenges and obstacles that create barriers towards achieving economic justice from their lived and professional experiences. 

Following this in-depth discussion, participants were encouraged to share their thoughts and experiences. This open dialogue was also an opportunity for participants to develop ideas into partnerships. Advancing economic equity will require a substantive shift from the status quo by addressing systemic and structural challenges with women, two-spirit, gender-diverse, LGBTQ+ and IBPOC communities leading the way and in solidarity with each other.

Here is what we heard:

Why Economic Equity Matters

Around the world, women, in all of their diversity, perform the most underappreciated work, earn less than cis-gender men and do more unpaid and care work. As a result, they are bearing the brunt of the widening wealth gap. The COVID-19 pandemic has created an unprecedented economic crisis which has hit the poorest, most vulnerable and marginalized communities the hardest.

Economic equity matters because women, racialized (Indigenous, Black and people of colour (IBPOC)) and 2SLGBTQ+ communities are the most at risk to experiencing the effects of a global recession and these communities are already at a place of disadvantage due to existing systemic barriers to equitable participation in the global economy. At a systemic level, social, political and institutional norms have created structures that support unequal policies, legislation and economic tactics that at best are exclusionary, and at their worst, purposefully perpetuating harm and create barriers for equity deserving and marginalized groups. 

Barriers to Achieving Economic Equity

Youth voices are missing from economic decision-making spaces

Youth are almost entirely left out of the conversation around economic equity. As a result, youth do not see a role for them reflected in the in the work being undertaken to advance economic equity. This work can be inaccessible for youth as it is discussed in technical language that is disconnected from individual lived experiences which further isolates and disengages youth from the process. In order to engage youth, they need to be talked to in accessible and relatable language that is grounded in shared experiences. This will build youth capacity to express their needs and shift the power dynamics so that their voices are heard and involved in decision-making. To see substantive change, we need to create an empowered generation of youth who are aware and understand how economic inequities impact individuals and their communities. 

Individual Economic Empowerment

In the push for advancing economic equity, the role of the individual is too often left out of the conversation as the focus is placed on the systemic level. We need to shift focus to the economic education and empowerment of individuals. Current systems underestimate the decision-making power that is held in the hands of the average person – for context in 2021, small businesses made up 98.1% of all employer business in Canada – this is where change is going to come from. Widespread access to economic education and advocacy is the path towards equitable solutions that shift the narrative, change minds and equalize the balance of power. 

Gatekeeping and industry siloes in the economic ecosystem continue to not only hold back individuals, but also our collective advancements for economic equity. For example, in advocacy spaces economic discussions are inaccessible. Economic equity is talked about in overly technical language, this creates an exclusionary environment that gatekeeps people with different lived experiences and backgrounds from accessing these spaces.   

Indigenous, Black and Racialized Erasure 

Indigenous, Black and other marginalized communities experience significant erasure, silence and barriers within the economic ecosystem. For example, there is a hundred billion dollar Indigenous economy that is being underserved by mainstream financial institutions because they are considered too high risk for investment. These economic policies further reflect ongoing colonial legacies in Canada and demonstrate the multitude of systemic barriers that IBPOC communities face when it comes to advancing their own economic capabilities.

Supporting economic development within Indigenous communities across Canada is a core part of NACCA’s mandate. Over the course of the pandemic. NACCA was able to provide over 1000 business loans of over 100 million dollars in total value and created 3800 full time jobs. This investment in Indigenous communities not only contributes to Canada’s overall GDP but creates a deep and meaningful social impact that drives community wellbeing and closes the dignity gap that many Indigenous and underserved groups face across Canada. 

Steps for advancing economic equity in Canada (and around the world)

Collaboration and Partnerships

Equity work must be done across the board and apply an intersectional lens by focusing on empowering individuals, building partnerships and inclusive spaces. When applying an intersectional lens, we must ask ourselves how to incorporate reconciliation and decolonization into our work. Progress is prevented by division, which is very prevalent in the not-for-profit sector as the system is set up to be inherently adversarial, especially when it comes to acquiring limited funding and resources. For example, a lack of sustainable and long term funding, strict eligibility criteria within the grant model (i.e. needing charitable status to have access to certain grants) and competition for minimal funding dollars pits organizations against one another and breeds a system of insecurity. 

Additionally, the constraints of grants around certain advocacy pieces means that you may not have the ability or freedom to speak/be an advocate for change as your financial security is bound within the constraints laid out in your funding agreement. All of this hinders progress and creates a system of competition that at the end of the day takes away from the work of the movement. We need to work as a collective to figure out ways to operate outside of these systems, to decolonize the spaces where we operate and create partnerships that are supportive and allow for collaboration as we will only see progress through collaboration and coordination. Coming together as an economic equity movement to build understanding and consensus on the issues that are impacting our communities will facilitate change at the individual, organizational and systemic levels and empower grassroots communities and movements. 

Pay equity

Pay equity is a powerful symbol of economic equity and a tangible step forward to rally around. Unfortunately, there is still a lot of work that needs to be done to close the wage gap.  Women’s labour continues to be undervalued. Additionally, globally, legislation and policies are still being created that are directly biased towards men and create situations where women, on average, are always going to be poorer than men. The wage gap is even larger when you consider intersecting identities like race, ability and sexuality and they are at a heightened risk of experiencing the negative effects of a global recession. Achieving pay equity would be a major step forward towards overall economic equity. 

Post-pandemic recovery and progress 

COVID-19 further exacerbated the economic challenges faced by women, racialized and gender-diverse people in Canada. Over the last two years, there has been a lot of discussion about what is needed in Canada’s post-pandemic recovery. Inequities were brought to the forefront of these discussions and showed us just how much work still needs to be done in order to achieve gender equality in Canada and around the world. Now is the time to think outside of the box and find innovative solutions while amplifying the voices of equity-deserving groups. There is a willingness from decision-makers for community engagement and community driven solutions to economic inequities Through partnerships and collaboration, we can create collective understanding and consensus by bringing people with different perspectives and lived experiences together to address key issues and advance them at all levels.

Feminists everywhere are buzzing about Michelle Goldberg’s recent op ed column published by the New York Times, ‘The Future isn’t Female Anymore’.

I circled it three times. Then took the bait. 

Goldberg suggests feminism is fizzling out—along with puffy sleeves and tie-dye sweatpants. And provides reasons for believing this to be true.

I too can see what she sees.

But only if I use a pair of American opera glasses and focus on an American feminist stage (Note: I sincerely grieve for our American sisters). The thing is feminism exists in hundreds of countries around the world. And sure, as a Canadian feminist publisher who monitors trends, I see why American Gen Z, Millennials – ‘Me-lenials’ (a distinct subgroup), are losing faith and yep, even the over-55 comrades in arms are tired. But what they are tired of, in my opinion, is marketplace feminism, #girlboss feminism, and the big one – white feminism.

The thing is, feminism is not just a soprano performance – it’s a whole global opera. And just because the star spangled soprano leaves the stage—or messes up an act, doesn’t mean the whole show is over.

Yes. Bitch closed. The news knocked me back too. But feminist media is a fierce hydra. Capitalism’s axe can and does routinely chop of a Bitch of a limb here and there. But only fair-weather feminists would conclude that that this means feminist media, or feminism on the whole is losing the battle. There remain thousands of feminist zinesters, newsletters, micro publishers, podcasters, and bloggers ready to serve and continue the work of their newest ancestor.

So no, from what I see, feminism is not retrenching. It is, thank Goddess, once again, evolving. Like a dragon fly, coming out of its nymph stage after seven years under pink water. 

Feminism is not a chartable Fortune-500 trend. It is a diverse, living, indeterminate, mycelial-like being. It lives, breathes and thrives mostly underground creating the conditions for deep change. Branches of it need to die so that others can grow.

With the worrisome erosion of democracy everywhere (bad for women and all marginalized folks) and the alt right movement’s growth, it’s about time individualistic girl boss power and corporate-led representational feminism– itchy protuberances that have dominated media, preoccupied elites and North American policy makers over the last 10+ years– gives way to something more relevant for the coming times.

What I see happening now, in my feminist world, is a long overdue revival of radical, socialist, solidarity and grassroots organization-led, feminism; The kind that has marathon legs, knows when to rest, and how to pass a baton because no one or organization or celebrity, no matter how big, can run this race alone.

This feminism prioritizes big picture revolutionary change versus seats at the table. 

For lack of a better, term, let’s call it solidarity feminism. 

Solidarity feminism is prepared to protect its past wins and ready to work collaboratively for new ones like defunding the police, abolition, gun control and ending racism. This feminism is quietly mobilizing millions of progressive micro entrepreneurs, resourcing the experimentation and discourse needed to nourish the emergence of a post-work, post growth, accessible, post capitalist and planet-first economy. Such an economy will enable all to thrive in accordance with their personal or community’s cultural definition of thriving; A peaceful pluriverse.

Solidarity feminism is hella intersectional, inter-movement, and international, because as the pandemic made clear, the fight for gender justice and liberation is all interconnected.

The new, emerging take on solidarity feminism understands that this work moves in sync with natural cycles. A pause from organizing global marches is simply wintering—reflecting, recharging–not the end of a movement.

For me, the future is not – was never – female. It is, and always was, feminist.

There is a difference. You see, feminism does not equate to female. Feminists come in all genders–and to fight what’s coming, and to birth real liberation, we will need all feminists, all grassroots and large feminist non-profits, for profits and NGO’s in every nation, on well funded front lines.

If  Susan Faludi looked beyond U.S. borders, I think she might agree. Feminism isn’t retrenching. It’s morphing. Wisely shedding what is no longer useful; A more relevant kind of feminism for a world facing the triple threat of Covid, climate and conflict is about to take off and fly. 

A part of feminism may indeed be dying. My kind of feminism is just getting started.

Leah Sarah Peer, a 3rd year, 26-year-old Montreal medical student and founder of the Peer Medical Foundation (PMF), a fledgling nonprofit that helps folx navigate the Canadian healthcare system, explains the meaning of her necklace: A Swarovski crystal pendant in the shape of a black swan hanging on a lightweight silver chain. Peer says “When I wear this necklace, I think about a swan who is constantly surveying and navigating a lake, having to face challenges, and overcoming obstacles generated by nature. It inspires me to work hard to make a difference while I am on this planet.”

Peer also knows that black swans are rare birds, famously othered in fables, whose survival depends on being part of a larger flock.  

So, when Peer heard of The Equal Futures Network (Network), a new pan Canadian initiative designed to connect, amplify, spotlight organizations working to achieve gender equality—she immediately signed up.  As did over 488 other organizations – in just over a year. 

Network is now arguably Canada’s largest ‘come one come all’ feminist organization since the creation of The National Acton Committee on the Status of Women (NAC), a powerful 700+ network of women’s rights launched in 1971 which served at the forefront of fights for rights for over 30 years.

But to what end? 

Is this just about flocking together? Or something bigger?

Julia Anderson, Chief Executive Officer for the Canadian Partnership for Women and Children’s Health CanWaCH, home of the Network initiative, believes the it has incredible change making potential.

“If we want to improve the lives of the most marginalized women, children and adolescents, anyone marginalized due to gender, protect their health and rights, we need to work together.”

Taking a ‘big tent’ approach, Anderson says any organization, business or nonprofit, big or small, working to advance gender equity and equality is welcome to join. Its diverse member list includes the Canadian Women’s Chamber of Commerce, Next Gen Men, Groupe Femmes, Politique et Démocratie, Intersex London Canada, Women of Colour Thrive, Niijkiwendidaa Anishnaabekwewag Services Circle, the Northern Birthwork Collective, New Brunswick Transgender Health Network,  Shake Up the Establishment—and Queen’s University.

Presently, over 32% of members are based in South Western Ontario; an impressive 19.5% are based in Quebec.

The organization is hosting its first network summit in Ottawa on June 8-9th.  The Honorable Marci Ien, Minister for Women and Gender Equality and Youth (WAGE), and award-winning, feminist author, Farzana Doctor, and Joanna Griffiths, Founder and CEO Of Knix, are keynote speakers. WAGE contributed $498K in grant funding over 3 years towards the development of the Network in 2021.

THE STATUS OF GENDER EQUALITY IN CANADA

Compared to countries like India, or the United States, especially in this moment, Canada looks like a gender equity mecca. So why fund a new coalition?

The truth is, we too, still have a long way to go. 

No matter what international gender equality index you look at, Canada is rarely the top 10. While Canada has moved up the UN Gender Equality Index ranks from #25 in 2015 to #16 in 2021, other countries with self-identified feminist governments like Norway, Ireland, Iceland, Germany, Australia and surprisingly Hong Kong China (SAR), still lead the global gender equality scoreboard. Especially when it comes to gross national income (GNI) per capita which compares how much a woman earns on average in each country. Using a USD based calculation that adjusts for differences in cost of living, the average woman in Norway earns $66, 494/year. A woman in the US earns $63,826. The average woman in Canada earns $48,527 (27-24% less). When an intersectional lens is applied, the earning gap is even greater.

Pay equity, despite a new federal law, is still not a reality in many sectors and spaces in Canada. Canada’s women’s entrepreneurship programs, world class and successful on many levels, continues to over privilege a small subset of 200 000+ women entrepreneurs with incorporated, scalable (read largely tech-based) enterprise ideas and dreams leaving the rest (62%), largely sole, self-employed, necessity-driven women entrepreneurs with a reported medium income of $19 999K/gross per year, vastly under supported.  

In addition, Canada still has uneven access to abortion procedures—despite legalization.  Women only hold 23.4% of corporate board seats as of 2021—a mere 2.2% increase over 2020. Twenty-eight per cent of women-led households struggle with the affordability, suitability or adequacy of their housing. This is almost double the rate of households led by men. Approximately every six days, a woman in Canada is killed by her intimate partner (Statistics Canada, 2019). It costs taxpayers billions of dollars: $7.4 billion to deal with the aftermath of spousal violence alone. Egale, a LGBTQ+ advocacy group, reports 71% of trans people have post-secondary education, but over 50% earn less than $15 000 a year due to gender discrimination.

When we apply an intersectional lens, things are typically worse for racialized , disabled, immigrant women, plus queer and trans folk on every metric examined. According to Census and Statistics Canada Canadian Income Statistics data on average annual earnings: Indigenous women face a 57% gender pay gap, women with disabilities face a 46% gap, immigrant women face a 39% gap and racialized women face a 32% gap.

That said, there has been watershed progress in just this past year. For example, universal childcare, a 50 year+ body of activist work, is now an implementation- ready policy reality in this country. And, new Canadian polls that show that 90% of Canadians want to see gender equality achieved and that 57% of women (and 40% of men) today identify strongly as feminists, plus a feminist government.

Overall, we have indeed made progress, but progress is still unevenly distributed. 

Furthermore, as the recent attack on U.S. Roe v Wade and the implosion of women’s rights in Afghanistan, shows progress unattended, is progress denied. Rights won through hard, decades-long struggle and lives lost easily comes under siege when economic conditions worsen and when political power shifts. Patriarchy is a hydra. Cut one limb off and another one grows in its place. Progress for women, gender equity and social justice requires constant vigilance. 

History shows the antidote, is to be and stay organized. At present, we are not. Not like we used to be. And perhaps that, is the piece of the puzzle that keeps us from getting to the top. 

THE POWER OF FEMINIST ORGANIZING

In financial circles, Black Swans refer to an unpredictable event or set of forces that suddenly coalesce, rise up and remake the world. An example is Brexit or closer to home, the 2008 financial crisis. One could also argue that the creation of a new pan Canadian feminist coalition could be another. 

Does the Network have the potential to be this era’s feminist Black Swan?  

Nora Loreto, activist and feminist author, gives it a maybe. 

Her concern? In this neoliberal age of individualism, women have excelled at organizing empowerment-oriented networking events but seem to have forgotten how to organize, mobilize and wield political power where and when it really counts. 

In her book, Take Back the Fight, Loreto argues we have lost ground as a result and believes the key to avoid further backsliding is to re-skill, fund, and build large  diverse feminist coalitions capable of both defending and moving gender equity and rights forward. Loreto sees the emergence of the Network as a positive step forward. But will wait to see if this network has a required political spine. 

Reinforcing the importance of organizing for political power, Alicia Garza, co-founder of Black Lives Matter (US) and author of The Purpose of Power, writes, “Most people when they think about power are actually envisioning empowerment. Those things are related, but different. Unless empowerment is transformed into power, not much will change about our environments.”

CanWaCH/Network understands the need for and power of organizing, having served as coalition for change builders since its inception. 

INSIDE EQUAL FUTURES NETWORK – WHO ARE THEY? WHAT DO THEY WANT?

Simply, the Network is a project of the CanWaCH organization. But few women’s organizations outside of the health space know anything about CanWaCh.

How did a small, international, women’s health nonprofit based in Peterborough become the lead, pan-Canadian convener, a cross sector, all-call gender equality initiative?

For starters, this modest, 17-person, pan Canadian virtual organization has quite an impressive big-dog-in-the-park track record.  Their achievements include:

  • Serving as the driving force behind a $14 billion-dollar Canadian initiative to deliver and advance reproductive, maternal, child healthcare rights around the world.
  • Playing the role of lead mobilizer and convener for Canada’s participation in Women Deliver 2019, a huge, bi-annual, global conference which attracted 2500 organizations, 8000 in person attendees and another 200 000 participants online to Vancouver; It was the first time the now 12 year-old-event was ever held in Canada. 
  • In 2021, CanWaCH played a leading role in the development of a Foreign Policy by Canadians which involved convening and working with over 400 people. One of the recommendations was that Canada needs to do more to on the home front. Anderson says, you can’t just advocate elsewhere, “You also need to be addressing the roots of inequality where you are in your own backyard.” Plus, if we want other countries to advance women, they must see it, to be it.

“We have demonstrated we have the skill and experience” says Anderson, who has been involved in membership and coalition-based organizations her entire career. “We are also good at attracting resources. We figured that if we managed to create a track record of success internationally, why not leverage our capabilities domestically.”

Is this another association? 

On that, Anderson is crystal clear.  “No. We don’t serve the membership; we serve the impact.”  

CanWaCH, as the host organization is taking a “leaderful” approach to this project.  Which essentially means they don’t see themselves as out in front (traditional leadership), or stepping aside (servant leadership). Instead, they plan to work within, collaboratively, compassionately, trust the process and support network members. The only guard rails are the projects stated values and desired outcome–more gender equality.  

BIRDS OF A FEATHER?

Can anyone join? The answer is: The Network “defaults to inclusion”. Any organization, anywhere on their feminist journey will be welcomed as members as long as they are aligned with stated core values which include: A commitment to intersectional feminism, listening, learning, using power, privilege to challenge oppressive norms and systems, working to advance decolonization and overall, move mountains and help smash the patriarchy.

This means larger pro-capitalism women in business networks who rarely, if ever, show up at a protest with organizationally identified placards will find themselves shoulder to shoulder with grassroots, Marxist feminists who actually organize them -without pay.   

However, organizations we spoke to were excited to be rubbing elbows with each other, no matter what their political stance.

TWO NEW EFN MEMBER ORGANIZATIONS

The Canadian Coalition to Empower Women (CCEW) was founded by The Canadian Federation of Business and Professional Women (BPW)—a group that has been operating in Canada for 90+ years (read Colonial times) as a founding member of the International Federation of Business and Professional Women International. Both the CCEW and the BPW recently signed on to the Network.

Co-founder and Project Liaison to coalition’s latest venture, the IDEAS4GenderEquality Project, Sheila Crook says, “When we saw the Network, we said this is an organization we need to connect with. It’s an opportunity to see who’s out there and what they are up to.” Crook was impressed by the organizational diversity of network members—everything from business to civil society, nonprofit, university and union organizations.”

Crook adds “For me, the Network’s existence and uptake acknowledge the fact that there are thousands of organizations in Canada working to advance gender equity in one way or another.  This network will open the door, help us build bridges of understanding and form partnerships that can drive real, systemic change.”

The Canadian Women’s Chamber of Commerce’s Executive Director, Nancy Wilson, agrees.  “We recently joined the Network network as well.  We represent and advocate for equity for women entrepreneurs, particularly those who operate micro-enterprises or are precariously self-employed. We see this network as a chance to learn and add our weight to any initiative that works to improve gender equity in Canada.”

Wilson and several members of her team will also be attending the June conference.

IS THIS THE BLACK SWAN EVENT WE’VE BEEN WAITING FOR?

Frankly, it’s too early to tell. 

Critics of efforts like this talk about the challenges associated with bringing diverse viewpoints and agendas together in hopes of chiseling the mess down into a tower of power scale political force.  All too often, political differences, histories, egos, cancel culture tactics and lack of resources to participate fully in a big coalition for small organizations undermines the intent: The collaboration tax is real. Systems-generated trauma, often the source of unintended harm and disagreement, is also real. Fostering a true “I have your back; you have mine” sense of solidarity comes with the opportunity to battle-test each other over time-and survive. In other words, it’s slow and messy.

However, right now, Network members seem unified and enthusiastic in their belief that when birds of a feather flock together, good things will happen.   

However, critics say that in order truly dismantle the gender oppression and marginalization mountain, Network members will need to do much more than party once in a while like its 2019 in a big tent.

Black Swan events are known in financial circles for being unanticipated and having gale force impact.

Black swans in nature are also known for having the longest neck, among other species of swans.

Let’s see how far this diverse coalition is willing to stick its neck out to help Canada leap forward and achieve true gender equity and equality – once, and for all time.

Jane Ji hopes for a better future.

In efforts to make her hope a reality, Ji works with an eco-focused mindset that includes educating young people through gamification. Her feminist enterprise, Springbay Studios, develops interactive children’s games and experiences that aim to engage kids with environmental science. The climate crisis belongs to everyone. But it’s the youth of today whose future is at stake. Ji’s goal is to empower young people to take action toward building a world where humans and nature live in harmony.

Where It All Began

Ji grew up in mainland China and when she entered the job market in the 1990s she found work with a Taiwanese gaming company that was hiring anyone with an engineering background.

It’s rare that a feminist biomedical engineer ends up in the gaming industry but that’s what happened to Jane Ji. Her first job in the video game industry was a programmer, writing code. Through experimenting with software development, Jane discovered her passion for digital storytelling and that video games were an ideal tool for learning.

“It was kind of an accident, but fortunate for me to find something I really love,” says Ji. “I think a lot of people who have an engineering or science background are also interested in art.”

Back then, Ji was chosen for the job because of her skills and qualifications, not her gender. She remembers the fairness of not being judged as a female in a male-dominated industry and went on to use the same equal opportunity hiring practices years later within her own enterprise.

Ji became the lead game designer at the company and worked on a game that was based on the classic Chinese novel and love story, Dream of the Red Chamber. Being the lead gave her the opportunity to design with a feminist lens where she fostered a collaborative and inclusive environment with the other programmers and artists. She worked with another female engineer who led the software design and they were the only female-led team within the company. While the men focused on traditional time-based strategy games, Ji took a new approach to gameplay  that included simulation plus role play about emotion.

However, the gaming industry faced many challenges in China. Software piracy and illegal licensing was a big problem in this country. Ji couldn’t see a future in her home country as a game developer and decided to immigrate to Canada in 2000.

The Path to Springbay

Her sister Grace was already in Toronto so Ontario was the obvious choice. Once Ji was settled, she sought out work at companies which were making games that aligned with her feminist mindset and values of learning and caring for others. She attended conferences like the Game Developers Conference to network and meet people in the gaming industry. Ji worked as a freelance consultant before co-founding Springbay Studio in the early 2000s with her business partner—also her sister—who had a degree in computer science as well as managerial experience.  

Springbay’s original tagline was: Create Fun Gameplay From a Feminine Perspective.

This perspective was – and is – how Ji sees the world. Her perspective includes nurturing and supporting people and preservation of the natural environment in which we live. Springbay projects reflect and promote the creators’ feminist values of equality and inclusion. They benefit women, men and youth, because players come in many shapes and sizes.  

Springbay’s early projects included games like the Living Garden at a time when Facebook games were gaining popularity. The game reflected feminist values “I always think, when we play something, I hope that we learn something,” Ji says.

Another early Springbay project was inspired by the book Men Are From Mars, Women Are From Venus. The game, Mark and Mandi’s Love Story was distributed by Big Fish Games and is still available for purchase. Ji worked with a team of artists, programmers and developers to create the game. Ji enjoyed the challenge of using game design to present the different ways that men and women view certain subjects in a fun and lighthearted way.

New Perspectives, Bigger Impact

After Ji had children—who are now both young adults who have attended university—she was motivated to create more meaningful gaming experiences that had a bigger impact. She had always been aware of climate issues but her research was an eye opener and as a mother felt a responsibility to take action to care for the future, for her kids. “We are biological creatures. If this biosphere is messed up, we do not get a chance.”

When Springbay looked at who their audience was and the content they were building, it became clear they should start with children. Screen time is an ongoing issue for young people growing up in today’s digital work and Ji is well aware of the pros and cons of what online learning can offer. “If we are developing a game, we’re not going to glue them to the screen, because this is not how you are going to build a foundation,” she says.

Springbay’s mission is to use gamification as a way to encourage young people to learn about and take action toward sustainable lifestyles. The innovative products are on a scalable, gamified platform for global educators to inspire greenhouse gas emission reductions.

The beauty and benefit of gamification is that it provides the feeling that you are playing a video game, but it’s not truly a game. Players are earning badges and points in a structured way that involves user interaction. The iBiome-Wetland game and app and the iBiome-Ocean school editions offer resources for students to build and explore natural habitats in virtual settings. The blend of virtual learning with real life field trips is a winning combination in that nature doesn’t necessarily guarantee results such as spotting a specific type of wildlife. But you can count on the online version to deliver. Educators have told Ji how the gaming components keep students engaged and complement their teaching units on the ecosystem and natural habitats.

Springbay’s recent endeavour is the League for Green Leaders.

The goal of the League for Green Leaders is to give young people an opportunity to build a virtual ecosystem where they can learn about biodiversity. Including ‘leaders’ in the name was a deliberate choice says Ji: “We’re trying to make our children become the leaders rather than be the sufferers for the eco side.”

It’s Not Easy Being Green

What’s missing? What would help?

In addition to building sustainable lifestyles, sustainable funding is what Springbay needs develop their learning products. Ji says that guaranteed monthly income from donations or ongoing matching funds from accelerator or government programs would be a step in the right direction. 

But funding is hard to come by. Some days are more discouraging than others. In some cases, it has come down to a matter of semantics where Springbay has been excluded from government funding because they don’t meet the criteria requirements of ‘clean technology’. The term ‘clean technology’ is limited to tech such as solar panels, wind turbines and electric cars. Ji isn’t arguing that these sectors aren’t important but insists that environmental education needs to be part of the equation if we are going to limit global warming in the near future

Still, she has hope.

“Our games are not all gloom and doom,” says Ji. “I think people are trying different ways to convince people that if we work together, there is hope. We cannot change this by ourselves.” 

If people think that the younger generation aren’t mature enough to tackle these complex issues we need only look to examples such as Greta Thunberg, the origin of Earth Day or the success that Springbay has seen.

Two weeks ago, I received a notice in my inbox from SheEO, an international, feminist pro-woman entrepreneur organization, informing me of their latest campaign entitled “#IWD for me.” Their idea is that International Women’s Day should be a moment of self-care. They argue that since IWD has become performative —a time for corporations to roll out their support for women’s equality and instead of working by giving talks —women should instead take this time for themselves.

However, turning IWD into an individual holiday for self-care flies in the face of the meaning of International Women’s Day, and I want to tell you why.

Marching for a better life for all women, International Women’s Day (IWD) has been celebrated in Europe since the early 20th century.  In former Soviet countries, it is a legal holiday for all. In China, it’s a legal holiday—but just for women.  In Canada, reflecting the European influence, International Women’s Day was first organized by Quebec women in 1973. IWD was founded in the struggle of working-class women for “bread and roses,” or for a living wage and better life. The slogan is related to the Triangle Shirtwaist Factory fire in New York City that occurred on March 25, 1911. Here 140 immigrant women lost their lives because their boss had locked them into the factory during the fire. IWD was also born out of the historic strike of Russian women for peace and bread  at the end of February 1917 that kicked off the Russian Revolution.  Since then, the United Nations has proclaimed the date of March 8 as International Women’s Day.

IWD pulls together a broad coalition of women, including women of colour, Black and Indigenous women active in various women’s groups and in co-ed organizations. In the 1970’s,, though the women’s movement was at its height in terms of the number of activists working for equality   it was still divided in its activities related to pay equity, health policy, abortion, anti-violence, lesbian rights, daycare, politics and education. No one had any idea of how big the movement already was. But on IWD in 1978, we would find out. 

The Toronto IWD committee was grassroots, open to all feminists and met every week to plan the march. Open organizing meetings were held weekly and there would often be a hundred women in the room sitting in a circle discussing issues. Discussion reflected—sometimes pretty intensely—many voices and surfaced all of the different changes they were each demanding from the women’s movement. To this day there has never been a paid employee of IWD. The work has always relied on volunteers.   

The changing focus of each IWD year’s march would attract women from various communities. For example, in 1986 the anti-apartheid theme attracted Black women who also challenged the dominance of White women in the coalition. The demonstrations were huge and became the central gathering of a diverse women’s movement. Probably the largest IWD was during the Eaton’s strike in 1988, when the demonstration marched right through the Eaton’s Centre downtown in protest of the company’s labour practices. That year the trade union movement came out in force, and they have continued to march with us ever since.

Later, Women Working with Immigrant Women took over organizing IWD. They are still on the IWD committee in Toronto today, joined by a diverse group, including trans and nonbinary women, organizing a march that often receives support from men as well. To me and thousands of women across Toronto, IWD is a celebration of generations of feminist struggle. And in the last twenty years, the March has become more international in its scope. When women in a given country are engaged in an important struggle, they will often come to IWD with their placards to raise our collective consciousness about pressing women’s issues around the world.

Unlike the Pride March, IWD has never sold out to the corporate elite or the cops.  It has remained a volunteer grass roots mobilization of women and their allies and has become more and more diverse every year.  Young women have taken the mantle from my generation and spread the event far and wide.

Why #IWD4ME is  a Miss

SheEO’s invitation to #IWDForMe read:

International Women’s Day is the one day each year where companies and organizations reach out proactively to showcase women’s stories. For many companies, it’s a performative act for a day or a week and then we revert to the apathetic reality that women’s stories and truth-telling about the state of gender equity are saved for special days like this. 

“We are welcoming in a revolution of rest with the understanding that true community care begins with self-care. Whether you can find a full day of rest or only have 15 minutes, we invite you to join us on your own terms” 

I am all for self-care being part of our battle for social justice and equality.  But IWD is a day of struggle, a day of collective celebration, a day when the women’s movement declares itself.  We can’t let corporate pretense take that away from us.

Here’s the change  I’d like to see.

Every year, on the Saturday closest to March 8, I join thousands of people to celebrate International Women’s Day on the streets of Toronto. It’s a wonderful chance to join other women in celebrating all we have achieved and recognizing what fights still remain to be achieved. #IWDForMe is like a satire of neo-liberal feminism, or the exact opposite of what International Women’s Day originally meant.

Frankly it horrifies me.

We can’t march this year because of Covid  but let’s support a grass roots women’s group or join the Toronto march virtually this year.  Or you can join the Women’s  Climate Strike. In an op ed in the Toronto Star, Vicki Saunders suggests that corporate women refuse to talk and ask their company to invite a worker in a rape crisis centre or shelter to talk to your co-workers about where inequality still exists and hopefully be paid for the talk.  We can agree on that. 

It was women in collective struggle who created International Women’s Day and women together in struggle who will continue to celebrate it.

The Author’s Note in Rivera Sun’s Winds of Change reads, in part: “The Dandelion Trilogy has always stood in a time that looms around the corner of today, in a place on the edge of our nation. It is fiction that reveals the problems and possibilities lurking in the shadows of our work.” The trilogy sparks ideas and provides examples of how grassroots organizing and nonviolent activism results in true change. The books are about resistance and resilience. They’re about recognizing a system that’s not working, and doing something about it.”

Protest novelist and nonviolence activist Rivera Sun was the featured guest on October’s episode of The Fine Print, an online conversation series with contemporary feminist authors. Like previous episodes, a group of feminist changemakers gathered on Zoom to hear the writer discuss ideas in her novel, Winds of Change—the third book in the Dandelion Trilogy

The evening did not disappoint.

The trilogy follows protagonists Zadie Byrd Gray and Charlie Rider— a feisty and passionate young couple—in their leaderful movement that challenges the existing government structure in the United States and hopes of replacing it with a people-powered, representative democracy. The stories involve conflict with oligarchy and the wealthy elite. “If this sounds a little familiar to U.S. culture it’s because it is a little familiar to U.S. culture,” Sun said on the video call from her Earthship home in New Mexico. She started writing The Dandelion Insurrection, the first book of the trilogy, back in 2013, just a few months before Edward Snowden leaked information about the NSA spying on American citizens. “I was a little paranoid for a couple of months as the reveal came out because I had actually been writing about that, as a speculative fictional scenario,” she told the group 

Truth is Stranger Than Fiction

Protest novels are books defined by their intent that often challenge political views, depict social injustices and/or offer alternative perspectives from underrepresented groups. According to Sun, “In a world like ours where injustice runs amok and so many are crying out for change, I think all of us can bend our talents and skills in solidarity with demands for respect, dignity, fairness, inclusion, safety, and sustainability.”

Sun has a few favourite protest novels she uses for inspiration including  Starhawk’s Fifth Sacred Thing, Victor Hugo’s classic Les Miserables and Ursula K LeGuin’s Left Hand of Darkness. The author’s writing is influenced by her lived experiences. 

Sun described herself as someone who was once an ‘ignorant activist’ who has since come a long way in her activism journey. The 39-year-old has been involved in participatory democracy from bike messenger co-ops to member-mechanic operations, leaderful movements to consensus-based nonprofits. “I believe in this kind of democracy the way I believe in nonviolence. They both have challenges, but they offer more hope than any other system I’ve seen.”

Not sure what leaderful, non violent movements or actions might look like?  Watching starlings in murmuration provides a useful way to imagine it. 

Winds of Change largely focuses on the belief that for participatory democracy to work, “People need to have a direct and active role in determining the laws and policies by which our lives are impacted.” Sun was quick to address the idea of participatory democracy as a lofty goal but also something that is not entirely out of reach. “We’re at such a point of division that sometimes it’s hard to believe, or imagine, or trust that humanity as a whole has this kind of inherent wisdom…but we do have a pretty innate sense of wanting to solve problems together.”

While Sun isn’t alone in recognizing that our current systems aren’t working, she attributes the lack of change to the fact that people aren’t meeting and discussing issues in a room together whether it’s virtual, physical or metaphorical. “They’re not actually engaged in collective problem solving and they’re often spouting political opinions in reaction to the lines and the commentary that are fed to them by elite groups to keep them divided and disempowered,” said Sun.

Writing the trilogy allowed her to grow both as a writer and as an activist. For example, while researching how to bring her stories to life, she actually Googled “How to bring down dictators non-violently.” She discovered plenty of people are already out there doing it.

Sun said there are no shortage of examples of nonviolent activism successful in heralding change. “We have to remember there are over 300 different methods of non-violent struggle ranging from holding that sign, to civil disobedience, to shut downs, blockades, boycotts, occupations, covert actions, refusals to comply with work, slowdowns, walkout strikes. The list goes on. So that’s the kind of hopeful news that people are engaged in.”

Spreading the Word Like Dandelion Seeds

By self-publishing her books through Rising Sun Press Works and printing copies on demand, Sun doesn’t feel the pressure of answering to a publisher’s vision of her work.

Where does Rivera Sun find hope?

Through crowdfunding different projects, she has built an audience of loyal followers and created uniquely community-published work. She is encouraged and humbled by the amount of support and positive feedback she receives from readers. For example, commenting on Winds of Change in Transition US, Marissa Mommaerts wrote, “These practical and inspiring examples of direct democracy are exactly what we need to move forward as society.” Tom Altee at the Co-Intelligence Institute and Wise Democracy Project also has high praise for Sun’s work. “I was totally captivated [by] Rivera’s vision in Winds of Change. It was the best participatory democracy imagineering creation I’ve ever seen.” 

Sun is mindful about the message of Winds of Change: “I hope no one takes this book as a blueprint. It’s not. It’s a story that is meant to spark ideas, thoughts, and reflections in the reader. It’s intended to provide more questions than it answers.”

What happened to the she-covery? Just a few months ago, everyone was talking about the she-cession and the she-covery, terms coined by feminist economist Armine Yalnizyan, but in the recent leaders’ debate not one word was uttered about the significantly greater job and income losses faced by women. Even childcare, the most substantive debate in the election—and I would argue the most important issue for women—barely got a mention in the debate. 

In economic terms, women and racialized people have been most affected by the COVID-19 pandemic. Women suffered 63 per cent of job losses as of March 2020 and even as the economy rebounds women lag behind by 15 per cent.  The three industries hardest hit by job loss in the pandemic are all female-dominated. Women account for 82.4 per cent of the workforce in health care, 69.3 per cent in the education sector and 58.5 per cent in the food
services. 

You may remember the excellent paper recently put out by Yalnizyan and other feminist intellectuals and activists on the Care Economy. It is a call to recognize the centrality of the care economy as not only essential to our health and well-being, but also as a social infrastructure “that delivers economic stability and growth,” and “is a shared responsibility, not just a personal one.”

The care economy accounts for more than 21 per cent of all paid labour and 12 per cent of Canada’s GDP. That’s more than the oil and gas, auto, or manufacturing sectors. For all the talk from Justin Trudeau of a feminist government, Canada spends only 18 per cent of national income on social services—which is less than we did in the 1990s when we spent 20 per cent—and our population is aging more than before. Canada spends $46 billion a year on social spending, or 2 per cent less than other G7 countries. The NDP is the only party proposing a wealth tax to raise the money needed to improve wages and working conditions in the social services. 

But there has been very little debate on social spending, health care, education, long-term care or childcare so far in the election. These may be provincial responsibilities but the federal government has an important financing role and can impose national standards. The leaders’ debate was a lost opportunity for a thorough discussion of the difference between publicly funded universal non-profit childcare and tax credits for parents. It was more bickering than debate so let’s look at some of the key issues in this upcoming election as they affect women and gender-diverse people.

Both the Liberals and the NDP agree on a publicly funded, high quality, affordable, and mostly non-profit childcare system. Those who, like myself, think the Liberals never saw a promise they couldn’t break, know that $30 billion for childcare was included in the last budget and eight provinces have already signed on. This was more money than any childcare advocate had asked for. It was a huge victory for the women’s movement, who have been fighting for a childcare system like this for 50 years. 

The good news is that even the Conservatives and the corporate lobby industry support childcare today. Economists have shown without a doubt that an affordable childcare system is good for the economy and COVID-19 has made that even clearer. The question now is how to fund it. A Conservative victory would be a catastrophe for childcare because they are proposing tax credits. Economist Gordon Cleveland has crunched the numbers for Ontario and there is no doubt that the Conservative proposal saves little money for most parents. Even worse, it won’t create a single new childcare space.

Affordable childcare is essential for women, care givers, and children. One thing this pandemic has revealed is that women, including those who make more money their partners, still carry the primary responsibility for child rearing. In Ontario, where we have a patchwork system and tax credits, only half of pre-schoolers received care from someone other than their parents. In Quebec, which has a publicly funded system, that figure is 75 per cent.   

The Conservatives have said their proposal would encourage more flexibility in childcare because families would have the money but that is simply not true. Unless there are regulated childcare spaces, there is no flexibility in childcare options. Tax credits don’t create even one additional childcare space, and we already know that the market economy doesn’t deliver universal childcare. Flexibility is an especially important issue for self-employed people and shift workers, and this will be the next step in developing the childcare system we need and will get—if the Conservatives are defeated.

The other key issue dependent on a feminist defeat of the Conservatives is abortion. Erin O’Toole says he’s pro-choice but the majority of his caucus is anti-abortion. They won’t make abortion illegal but they will do everything within their power to restrict access to it. As we saw in Texas, you don’t need to criminalize abortion to restrict access to this healthcare. And while the Liberals and the NDP are willing to use the Canada Health Act to ensure abortion access, the Conservatives refuse to do so. In fact, the Conservatives are against any national standards, including in long-term care funding. The long-term care catastrophe in the first wave of COVID-19 was much worse in for-profit homes. Only the NDP will make sure federal money goes to non-profit homes.

The Campaign Life Coalition (CLC), a national group that works to nominate and elect candidates who oppose abortion at all levels of government, CLC vice-president Jeff Gunnarson told Maclean’s. in 2019 that sold more than 9,000 PC party memberships to support anti-abortion work.

The Liberal and NDP platforms talk about violence against women but don’t propose anything substantial to reduce it. In my view, the only way to reduce violence against women is to stop relying on the justice system to do this work. I have been involved in battles to strengthen the laws and to educate judges and cops, but the system remains deeply patriarchal and racist. Public attitudes towards gendered violence have changed, but the rate of violence has not gone down. I think we need an intersectional approach that joins the Black Lives Matter movement in calling to defund the police. Money reacquired by defunding the police can in turn be used to fund shelters and rape crisis centres; to create programs and develop resources to change social conditions that encourage violence and sexism among young men; and to educate all boys on gender equality. We need a systemic approach to violence against women that also recognizes and addresses the deep sexism and racism embedded in both our justice system and our culture. 

Despite the powerful rise of an anti-Black racism movement, only the NDP has a proposal in place to deal with systemic racism. They also have the best proposals regarding Indigenous rights, and are promising $3 billion in funding to move towards reconciliation. 

In the final days of the election campaign, the Liberals have told us that a vote for any other party is a vote for the Conservatives. This is utter bullshit. Studies have shown that strategic voting doesn’t work. Last election the Liberals promised to move toward proportional representation where votes are more accurately reflected in parliamentary seats. Another broken promise. History shows that the only way we get a more progressive agenda is if the Liberals face pressure as a minority government.

Vote for the candidate you support. Having strong local and progressive representation in government matters.

There are currently 1.2 million women entrepreneurs in Canada and there’s no stopping them.

The Trudeau government is hoping to double the number of women entrepreneurs by 2025, having spent $5 billion working towards this goal already, and announcing a $147 million top up in its 2021 budget.

Indeed, policymakers around the world are eying women entrepreneurs as an untapped economic resource and a key driver of post-pandemic economic recovery and future growth.

The question, however, is if they’re helping or hindering this growth.

Do policymakers “get” women and women-identified entrepreneurs? And are women entrepreneurs politically engaged enough to ensure the gender ball and shackles are smashed once and for all?

A new report by the Organisation for Economic Co-operation and Development (OECD) is shedding light on the role of policymakers and their policies on economic recovery and growth.

An intergovernmental economic organization with 38 member countries, OECD published a new report that examines how to strengthen the scope and effectiveness of entrepreneurship policies for women.

It examines both dedicated measures for women and ensuring that mainstream policies for all entrepreneurs are appropriate for women. It also highlights the “many long‑standing issues related to the scope and effectiveness of women’s entrepreneurship policies – many of which have been exacerbated by the COVID‑19 pandemic – and point the way to more effective policy.”

Professor Barbara Orser from the University of Ottawa’s Telfer School of Management co-authored and edited this report, along with  Dr. Colette Henry, Dundalk University, Ireland (Founding Chair of Global Women’s Enterprise Policy Research Group – Global WEP) and Dr. Susan Coleman, Professor Emeritus, Hartford University.

LiisBeth spoke with Orser about the process of creating the report, as well as the highlights and the recommendations made in it.

LiisBeth: Can you start by telling us more about your work in the entrepreneurship space and with the OECD?

Barbara Orser: For the last 30 years, my research portfolio is focused on entrepreneurship with a particular specialisation in women’s entrepreneurship. That includes studies in finance procurement, decision making, access to international trade and public policy.

The OECD report is a product of my role as an executive of the Global Women’s Enterprise Policy Research Group, and this is a key element of the OECD report — it’s a group of senior academic scholars with expertise in women’s entrepreneurship. We’ve worked with the OECD and we’ve worked with the 34 scholars that contributed to the report to try and craft a coherent picture of the state of women’s enterprise policy and entrepreneurship policy from a gender lens around the world.

LiisBeth: What was missing from the conversation on women’s entrepreneurship policy prior to this report and what are the gaps you’re hoping to fill through it?

Orser: It’s about building back better. That’s the mantra not only in Canada, but within the G20.

Governments are looking at measures — both policy and programs — to kickstart economies and drive innovation. Underrepresented groups, women, youth, rural, physically and differently abled people are priority issues for these economies.

When you look at the public policy domain around women’s entrepreneurship, what our report makes very clear is that it’s highly fragmented. So with entrepreneurship, by and large, most interventions are poorly funded, pilot, single efforts. They’re not integrated into a policy strategy. So that’s the first thing — policies without programs, programs without policy support.

Then there are ad hoc initiatives. One of the key observations coming out of this report to inform pandemic recovery is the need for overarching policy frameworks. Canada, in fact, is a model for that. It can always be improved, but there are very, very few economies that have that kind of overarching framework.

A second recommendation … is that when you look at the number of economies we were profiling,  most don’t report using gender disaggregated data. Then move forward to women-identified firms to be inclusive — it’s not even in the vernacular, the vocabulary of public policy.

For the readership LiisBeth … I think this report provides a litmus test of how we’re doing, and I think we’re doing reasonably well, but we can do better.

LiisBeth: What was the process of collecting the information and actually creating and editing the report?

Orser: For this project, we met in 2018, so it was a long haul — three years to get this to publication.

We met with the OECD to talk about the idea of and this is really important — [we applied an] arm’s length critical assessment. The role of the academic is to be critical at arm’s length, so there’s no vested interest per se in the author’s commentary. They’re not a lobby group. They’re not a government group. They’re academics, they’re paid to be as objective as they can.

We invited scholars and the criteria of inclusion was you’re a member of global WEP, which means you’ve been writing in the area of women’s entrepreneurship. These are folks that have established credibility as scholars within their own respective countries as well as the broader peer reviewed academic literature.

We also asked them to write on the topic of their choice. We didn’t prescribe what they had to write, which was great because then we could see what was important to the scholars around the world. From there, we aggregated the findings.

The final research went through peer academic review, an internal OECD review, and then a review by their member economies. Three years later, we finally have the report.

LiisBeth: What do you hope the public takes away from this report?

Orser: So let’s start with the women-identified entrepreneurs. In my book Feminine Capital, the final chapter looks at public policy. In it, I quote Patty green who’s worked both in academia and has run the labour office in the United States. She tells women entrepreneurs to be familiar with public policy or go out of business because public policy has a huge impact on the way we do business. So I’m hoping that entrepreneurs can take a look at this and say, what’s my provincial government doing about it? What’s my municipal government doing? Where do I see myself in this report? [I hope they] begin to pressure governments to be more supportive in terms of programs and policies for women-identified entrepreneurs.

Public policymakers can also look at this report and benchmark their policies. I don’t know to what degree the public stay up at night thinking about this, but it does present a global lens on the importance of measures and also commensurate funding and programming to support women entrepreneurs who historically have been under-supported. We know there are issues about accessibility and relevance of business support measures, so we hope that they could take this report, show it to their member of parliament and say, ‘What are you doing to support my business?’ regardless of the country.

Last month, I set out to find examples of advanced feminist enterprises that were doing truly radical work, showing us what a socially just, post-capitalist enterprise and economy might look like.

FoodShare, a large and innovative Toronto-based food justice charity, emerged as a provocative example.

FoodShare was founded in the 1980s in response to an alarming increase in hunger and food insecurity due to the recession, with Indigenous and Black households experiencing the highest rates of food insecurity. It was meant to be a temporary organization dealing with a short-term issue, but as the number of food bank dependent and food insecure people in Toronto grew, so did FoodShare. Today, it is the largest food security charity in North America, entering another rapid growth period due to the pandemic.

FoodShare has more than a dozen income-generating and grant-supported programs including community garden facilitation, kitchen incubator, school lunch programs and a good food box delivered to subscriber doors. The organization employs 120 people of whom 54.8 per cent are women, 1.6 per cent transgender and 2.3 per cent gender nonconforming.  While most Canadian organizations are just beginning to embrace the government supported  50-30 challenge (which calls for corporations to increase representation of women to 50 per cent and BIPOC representation to 30 per cent on boards), FoodShare’s board of directors is already 62 per cent female and 85 per cent BIPOC.

Debbie Fields founded and led FoodShare for more than 25 years. Paul Taylor, took over as Executive Director (ED) in 2017.

Here’s what he has to say about FoodShare’s latest progressive initiatives. 

LiisBeth: Do you identify as a feminist?

Paul: Of course! I was raised by a bad-ass Black woman and come from a long line of bad-ass community minded, Black women. I was taught to listen and learn from women, and in particular Black women in leadership. I saw, through my mother’s eyes and experiences, how the patriarchy drives the kind of capitalism and neo-liberalism that’s wreaking havoc across the country. The pandemic has further exposed how much we still undervalue women in society. I think it’s horrific that we are just now starting implement a national childcare policy. If this was something that men depended on, we would have had a national childcare program decades ago.

LiisBeth: What do you think is the most radical change you have initiated since you joined the organization in 2017?

Paul: I would have to say our focus on implementing a standard-of-living wages, equal wages and wage-range compression policy.

Over the last few years, we have increased the lowest paid colleague salaries by 25 per cent. And we are not stopping there: we’ve got another increase that we’re working on that will be pretty significant and really important.

We’ve also tied the compensation for the lowest wage worker to the highest wage worker. For example, the Foodshare Executive director can make no more than three times what our lowest paid worker makes. From now on, we’re all going to be moving forward together — if we’re moving at all.

Given that CEOs and Executive Directors in the nonprofit sector often make many — sometimes 100 times — what the lowest paid employee makes, I think that is pretty radical.

We are also really committed to really thinking about how we challenge low wages for any kind of work, not just within our organization, but within the entire sector and within the food system. One of the directors on our board is a food delivery carrier.  He has been helping us think about the range of opportunities that exist to support low wage workers in the food system.

LiisBeth: Was the increase and wage compression policy a tough sell internally?

Paul: No, it wasn’t because it’s all about how we do board recruitment and who is on our board.

Traditionally boards look for directors who have certain professional designations like finance, legal, HR, or look for those with a C-suite title as a proxy for credibility, capability and intelligence. When we recruit on these terms, all we are doing is recreating the barriers that exist in society, for example, access to education.

So instead we flipped the norm on its head. Instead, we say, we’re going to prioritize recruiting board members that get the philosophical underpinnings of the organization, who have a commitment to equity, food justice, have lived experience with these issues to wisely design and implement new approaches, and who are willing to roll up their sleeves and dedicate resources to challenging those inequities.

If directors lack experience or education in certain areas, say in interpreting financial statements, board governance or investments, then we say, how can we provide support? We invest dollars in building our board’s capacity instead of expecting folks to have gone through all of the hoops that society presents to qualify, hoops that we all can’t reach.

LiisBeth: When you changed your ideas about who qualifies as a board director, did that change the make up of your board?

Paul: Completely. Today, our board is headed by an Indigenous activist, Crystal Sinclair. Our board is now predominantly made up of BIWOC folks. It’s unlike any board for an organization our size that I’ve ever seen. It’s composition really affects the key decisions that we make and how we show up in these decisions. For example, when we’re having a conversation about things like defunding the police, we’re not talking as (white) allies, we’re saying stop killing our communities because we are part of those communities. It changes how we show up on these issues, where we locate ourselves in these issues, and how we advocate.

LiisBeth: What do you think prevents other organizations from doing what you’ve done?

Paul: A willingness to reframe what it means to do the work that we do and how we do it. I think if we don’t acknowledge that patriarchy, colonialism, white supremacy, anti-Black racism are actually deeply rooted organizing principles and profoundly embedded in the way we work, well, then we will never come up with the strategies, the policies and the ideas for dismantling those systems within our own enterprises.

People need to be thinking outside of the box.

They need to be committing organizational resources to tackling these things. Tackling these things is not a black post or a black square on Instagram. Working to liberate your organization from these harm perpetuating systems requires resources, time, and a leadership team willing to be vulnerable.

LiisBeth: What advice would you give to small enterprises who are looking to dismantle patriarchy, colonialism, white supremacy and capitalism in their own operating practices?

Paul: If you want to prioritize that work, which I encourage everybody to do, and if you don’t have that capacity within, then reach out and secure a consultant that is focused in that area and has the lived experience to draw upon. And compensate them accordingly.

The second thing I would say (and this may be brutal for folks to hear) is that businesses that leverage inequality to exist are not sustainable. People have only been able to make them sustainable on the backs of low-wage workers, on the backs of precarious work arrangements. That’s the hard truth. The conversation we need to have.

I think we have to say no to building enterprises on the backs of under-paid, under-cared-for workers. If we’re not paying living wages, we are unsustainable.

Food Insecurity By Household Identity in Canada

The prevalence of household food insecurity differs markedly by Indigenous status and racial/cultural group. The highest rates of food insecurity are found among households where the respondent identified as Indigenous or Black.1 (Data Source: Statistics Canada, Canadian Community Health Survey (CCHS), 2017-18). Higher rates of food insecurity in non-married households in Canada are largely attributable to women's socio-economic disadvantage

LiisBeth: Is FoodShare a postcapitalist business enterprise?

Paul: Good question. You know, we recognize, capitalism is why charities exist. It’s a system that ensures that society’s resources are disproportionately distributed, and we need to be calling attention to the way that capitalism and neo-liberalism have created the conditions that cause some people in this country to constantly worry about where their next meal is going to come from while others are dreaming up new schemes to avoid paying taxes.

The existence of billionaires to us is as much a policy failure as the fact that close to a five and a half million people are food insecure in Canada.

So, unless we’re talking about how we collectively dismantle capitalism, and acknowledge and compensate for the harm that it’s caused to communities, we are just feeding a system that’s been designed to keep us so busy we don’t have time to examine the root cause of so much of the inequities that we are now all forced to navigate.

I think all nonprofit and for-profit leaders need to be holding our government to account to make sure that equity is centred in legislation and public policy

LiisBeth: Who is informing, inspiring your work right now?

Paul: I am inspired by folks connected to the ongoing Idle No More movement, folks at 1492 Land Back Lane, Climate Justice Toronto. For me, these are the groups that recognize that the voices of Indigenous peoples across Turtle Island and even across the world need to be heard. I would say I am inspired by the movement around abolition that has been led again primarily by Black women is one that dares us to dream of a world that isn’t preoccupied with punishment.  Other movements that I’ve gravitated towards for inspiration, for hope, are those that are centered on justice. They’re intersectional, and they prioritize those who have had the most stolen from them as a result of settler, colonialism, capitalism, and the proliferation of neo-liberalism.
